Many car owners assume that once their car leaves for the scrapyard, the job is done. It isn't. Until your Registration Certificate (RC) is officially cancelled with the RTO, you remain the legal owner of that vehicle — responsible for any dues, challans, or liability it generates.

An unresolved RC creates real legal exposure. Post-scrappage, if the RVSF or an intermediary misuses the vehicle details, or if there's an administrative error, any action tied to that registration number traces back to you. RC deregistration is the only mechanism that formally and permanently ends your ownership record in the government's Vahan database.
The Role of the Certificate of Deposit
RC deregistration after scrappage is only possible with a valid Certificate of Deposit (CD) issued by the RVSF. This is the document that proves your vehicle was physically scrapped at a government-authorised facility. Without it, the RTO cannot process deregistration, and your RC stays active indefinitely.

- Vehicle is scrapped at an authorised RVSF

Can It Be Done Online?
Partial online processing is available through the Vahan portal for some states, but the final confirmation typically requires a physical visit to the RTO or submission via authorised agent. States vary significantly in their digitisation of this process — Delhi and Maharashtra have more streamlined flows than smaller states.
